SUBJECT:  Resolution Approving Change Order Number 1 with CDM Smith for Professional Engineering Services for the Water Utility Long-Term Sustainability Plan
City Project 2018-34

 
 
SUMMARY RECOMMENDATION:  

It is recommended that the City Council approve the attached Resolution authorizing Change Order Number 1 to a professional engineering services agreement between the City of Decatur and CDM Smith, to provide professional services for the City of Decatur Water Utility Long Term Sustainability Plan, for a fee not to exceed $31,500.  This additional work was anticipated with the initial contract.       

 
BACKGROUND:  

Long-Term Sustainability Plan

 

CDM Smith is in the final stages of completing the Long-Term Sustainability Plan.  The plan completes a review of the condition of the utility and identifies risks that could impair the production of potable water for the system’s customers. The plan also evaluates the utility’s revenue stream to support a long-term Capital Improvement Plan (CIP). The CIP will include and prioritize the recommendations proposed in the Water System Master Plan Update – prepared by Strand and Associates, the Additional Water Supply Plan by Intera, Inc. and the Lake Decatur Watershed Management Plan by Northwater.

 

Change Order No. 1

 

The America’s Water Infrastructure Act of 2018 (AWIA) requires water systems of our size to complete a Risk and Resilience (R&R) Assessment by December 31, 2020 and an Emergency Response Plan (ERP) by June 30, 2021 or six months after submittal of the R&R assessment. The AWIA and the Sustainability Plan required similar investigation which provided us the opportunity to complete both under one effort.

The original scope included the R&R Assessment, but the ERP builds off of the R&R Assessment, so the original contract had provisions to add the scope of work by change order after the R&R Assessment was completed.  Change Order No. 1 adds the necessary scope of work to complete the ERP for a fee not to exceed $31,500. 

 
PRIOR COUNCIL ACTION:  

December 2, 2019– City Council approved Resolution R2019-192 for $428,331 authorizing a professional engineering services agreement with CDM Smith for the Water Utility Long-Term Sustainability Plan, City Project 2018-34.

BUDGET/TIME IMPLICATIONS:  

 

Budget Impact:  The proposed change order no. 1 with CDM Smith is for a cost of $31,500.  Funding for this project is allocated in the Water Fund.      

 

Staffing Impact:  Staff time is allocated to manage and review the plan

 

Schedule: Work for the ERP will start in this month and will be completed in June 2021 to meet the USEPA requirements.
