Resolution Authorizing an Intergovernmental Agreement for the Sharing of Certain Costs Related to the Pavement Improvement of Nelson Boulevard in Decatur, Illinois, Between the City of Decatur, Illinois and the Decatur Park District

 
SUMMARY RECOMMENDATION:  

It is recommended that the City Council approve the attached resolution authorizing an intergovernmental agreement for the sharing of certain costs related to the improvement of Nelson Boulevard as part of City Project 2021-25.

 
BACKGROUND:  

As part of the City’s Annual Local MFT Street Improvement Project, Nelson Boulevard between Powers Boulevard and US 36 will be reconstructed. Nelson Boulevard south of Powers Boulevard is under Park District jurisdiction. The City contacted the Park District to see if they were interested in us extending our project to include a portion of the Park’s road. This would extend the project an extra 250 feet to meet with a portion of the Park’s road which was improved a few years ago. Currently the Park District wishes to only mill and overlay their portion of Nelson Boulevard and not reconstruct the road. 

 

Under the agreement, the City did all work with adding the Park’s portion of the road into the project and provided to the Park District for approval of the plans and specifications. The City will also handle the construction observation. The Park District will reimburse the City for the costs paid to the contractor for their portion. The Park District will also pay the City $1,818.81 to compensate for overhead and construction supervision costs.

 
PRIOR COUNCIL ACTION:  The City Council has expressed support for intergovernmental projects and joint purchasing like this project.  This truly is an example of good governance where two taxing bodies worked together to reduce costs for both parties to the benefit of our shared tax payers.  The City will continue to look for more ways to partner and find efficient savings for our taxpayers.   
POTENTIAL OBJECTIONS:  There are no known objections to this resolution.

BUDGET/TIME IMPLICATIONS:  

Budget Impact

Funding for the 2021 Local MFT Street Improvement Project is allocated in the Capital Improvement Plan using Local Motor Fuel Tax funds. The cost of the Park District’s portion is estimated at $20,557.64 but will be based on final as-built quantities.   

 

Staff Impact

Staff time will be allocated to manage the project.

 

SCHEDULE: City Project 2021-25 has been bid and is currently awaiting approval. Work could start as soon as this month, or as soon as the paving plant opens. Work on Nelson Boulevard has a expected completion date of April 30, 2021 to be complete before the opening of the Amphitheater.
