Resolution Authorizing a Professional Engineering Services Agreement with WHKS & Co., to Perform Bridge Design Services for the Center Street / Steven’s Creek Bridge (SN 058-3061)

SUMMARY RECOMMENDATION:  

It is recommended that the City Council approve the attached Resolutions authorizing the Mayor to sign and the City Clerk to attest to the following items:

 

1.   Resolution authorizing a professional engineering services agreement between the City of Decatur and WHKS & Co., (WHKS) to perform bridge design services for the Center Street / Steven’s Creek Bridge for a fee of $305,114.20.   

 

2.   Resolution approving a preliminary engineering services agreement and appropriating $305,114.20 in State Motor Fuel Tax (MFT) funds to pay for the agreement with WHKS to perform bridge design services for the subject bridge.

 
BACKGROUND:  

In late 2016 and early 2017, AECOM inspected the following City bridges that were identified as having structural concerns:

 

Taylor Road / Ward Branch Bridge – Replacement scheduled for FY 2020

            Garfield Avenue Bridge / Illinois Central Railroad Yard

            Garfield Avenue / 22nd Street Bridge

            Country Club / Lake Decatur Bridge

            Center Street / Stevens Creek Bridge

 

Center Street Bridge

Of the bridges inspected by AECOM, the Taylor Road Bridge and the Center Street Bridge were determined to have the highest priority for replacement.  In 2019 the City completed an additional routine inspection that showed a significant deterioration of the deck beams that required the bridge to reduce to one lane to move traffic from the deteriorated beams.  Under the National Bridge Inspection System (NBIS) guidelines required by the Federal Highway Administration, the Center St Bridge has a superstructure rating of “3” (Serious Condition) on a scale of 0-9 (0=Required Closure, 9=New). 

 

The City has requested $1,280,000 in Federal Surface Transportation funding to cover 80% of the estimated $1,600,000 million construction cost to replace the Center Street Bridge in 2021.

 

Request for Proposals

On September 25, 2019, the Public Works Department issued a request for proposals and qualifications from area engineering firms to provide design services to replace the Taylor Road Bridge.  Proposals were received on October 17, 2019.  Nine firms submitted formal statements of qualifications.  Public Works Department staff reviewed the proposals, interviewed the top three and recommends WHKS & Co., of Springfield, IL, as the firm best able to serve the City in performing the requested design services. 

 


Engineering Services Agreement

The Center Street Bridge design services are to prepare design drawings and IDOT and FHWA approvals to perform the bridge construction work in 2021.  The Design Services Agreement will include the following services:

 

  1. Perform topographic surveys of the project sites.  This work will also include gathering information on Steven’s Creek in particular.

  2. Prepare a hydraulic report for the Center Street Bridge to identify any effect the structure may have on Steven’s Creek or the bike path and determine if there are scour concerns with the structure footings.

  3. The City will be required to submit waivers to IDOT and Illinois DNR for approval due to the bridge not providing the required clearances within the floodplain.  If a waiver is not provided the road profile will be required to be raised.

  4.  Complete the design for the bridge and approach and prepare construction plans for bidding.

  5. Prepare the project specifications with the bidding information required by IDOT.

  6. Coordinate the construction plans and specifications with area schools and residents.  This will include a public meeting to discuss the closure of Center Street Bridge during construction of the new bridge.

  7. Provide construction bidding assistance to the City as needed.

  8. Provide three special inspections of the existing structure beam’s conditions. 

 

The proposed fee is $305,114.20, which will be paid from the State Motor Fuel Tax Fund.

 
PRIOR COUNCIL ACTION:  

June 20, 2016 – The City Council was given a memorandum detailing the condition and status of the City’s bridges that fall within the jurisdiction of the National Bridge Inspection Standards (NBIS).  This memorandum identified bridges that were known to City staff as having structural concerns.  The following bridges were identified, including the Taylor Road Bridge over Ward Branch.

            Mound Road / Spring Creek (Middle) Bridge (Deck Replaced 2019)

            Taylor Road Bridge (Bridge Replacement Construction Est. 2020)

            Grove Road Bridge (AECOM under contract for a bridge condition report)

            Country Club / Lake Decatur Bridge

 

October 3, 2016 – The City Council authorized resolution 2016-116 approving a professional engineering services agreement between the City of Decatur and AECOM Technical Services, Inc., to perform bridge inspections and prepare preliminary bridge condition reports for a fee of $77,803.80.  The Center St Bridge over Steven’s Creek was one of the bridges inspected by AECOM.

 

October 11, 2019 – The City Council was given a memorandum detailing the updated condition of the bridge, requiring closure of the north lane reducing the bridge to one lane. 

 
POTENTIAL OBJECTIONS:  There are no known objections.

BUDGET/TIME IMPLICATIONS:  

Budget Impact:  The proposed engineering services agreement with WHKS & Co. is for $305,114.20.  Funding for this project is allocated in the State Motor Fuel Tax Fund.

 

The City is requesting $1,280,000 in federal funding to cover approximately 80% of the estimated $1.6 million cost for replacing the Center Street bridge. The remaining 20% for the bridge will come from the City’s allocation of State Motor Fuel Tax funds.     

 

Staffing Impact:  Staff time is allocated to manage and review the specified bridge inspections.

 

Schedule- Design and Construction:

Design work will begin upon approval of the agreement by the City Council.  The design is to be completed by fall of 2020 for a March 2021 IDOT project letting.  Bridge replacement is expected to begin spring of 2021.
