| | | | | | | | | SUMMARY RECOMMENDATION: It is recommended that the City Council approve the attached Resolution authorizing the Mayor, City Manager, or an authorized designee, to sign the documents related to the purchase of 3925 East Logan Street for $28,800 in State Motor Fuel Tax funds. These funds will be reimbursed at 100% by a State of Illinois Jobs Now! grant. |

| | | | | | | | | BACKGROUND: On August 7, 2017, the City entered into an agreement with Crawford, Murphy & Tilly, Inc. (CMT) to perform land acquisition services for the Brush College Road Improvement Project using Illinois Jobs Now! funds provided by the State of Illinois. On June 5, 2018, the City received the announcement of the award of a $25 million grant through the Illinois Competitive Freight Program for the Brush College / Faries Parkway Grade Separation Project.
3925 East Logan Street
The appraisal performed by CMT set the fair market value at $28,800. The owner, Archer Daniels Midland Company agreed to sell the property for the appraised value. A memo from CMT is attached that details the negotiation process required by the State and Federal Governments for right of way purchase for Federally funded projects. Since the property is vacant, there will be no relocation expenses.

Budget Impact: The resolution authorizes the expenditure of $28,800 in State Motor Fuel Tax funds. These funds will be reimbursed at 100% by a State of Illinois Jobs Now! grant.
Staffing Impact: Staff time is allocated to manage this project.
Schedule, Design and Construction:
This purchase will be executed upon approval by the Council. Construction for the Brush College improvement is planned to begin in 2021.
