SUBJECT:  Ordinance Adopting the Fiscal Year 2020 Budget and Appropriating Monies for the Purpose of Defraying the Expenses of Departments and Funds of the City of Decatur, Illinois for the Fiscal Year Beginning January 1, 2020 and Ending December 31, 2020, Including All Outstanding Claims and Obligations, and Fixing a Time When the Same Shall Take Effect.
 
SUMMARY RECOMMENDATION:  The budget presented herewith for Council approval is the same budget as presented by the Budget Officer to the City Council in the Public Hearing conducted by the City Council on December 2, 2019, at which meeting, City Council directed the Budget Officer to bring the proposed budget forward for adoption and approval by the City Council.   
BACKGROUND:  The City Council conducted two budget study sessions in November to review the specific provisions and programs for service included in the City Manager's Proposed Budget for FY 2020. The revisions made by the council during these sessions were incorporated into the Preliminary Budget that was made available for public inspection. This version of the budget was the basis for the December 2 public hearing. The budget must be adopted prior to the start of the new fiscal period.
