SUBJECT:  Sale of land in the 2100 Block of Imboden Court to Decatur Ras LLC/Mull LLC. 
SUMMARY RECOMMENDATION:  Staff recommends approval of the attached resolution in support of the sale of land to Decatur Ras LLC/Mull LLC. The sale would support the continued economic development of both this company and the planned expansion of Mueller Company facilities on West. Eldorado St. 
BACKGROUND:  

As you know the Decatur City Council approved a resolution in November 2018 to provide a State of Illinois Grant to Mueller Company in support of the company’s expansion plans. The developer plans to invest at least $5 million in its Eldorado St. facility in Decatur over the next two years and because of this it will retain at least 400 jobs in our community and increase local payroll over the current level. In order to support the planned project, the company needs to relocate and expand available parking.

 

Decatur Ras LLC/Mull LLC currently own the asphalt shingle recycling facility on West Eldorado Street just west of Mueller. The company has been in discussions with Mueller and the Economic Development Corporation to take ownership of that site to be used for parking. The city currently owns two parcels of property on the south end of town that house the Business incubator of Decatur. Over the years the site has been subject to environmental issues that have since been remediated but the state has issued a No Further Remediation letter with certain requirements that have to be maintained on site. The City has reached an agreement in principle that, if approved, would transfer the city owns property to Decatur RAS/Mull LLC for $650.

 

If this agreement is approved it would allow the industrial operations to be moved from Eldorado Street, allow Mueller and RAS/MULL LLC’s to grow and expand operations.

 

This has been an ongoing project facilitated in strong partnership between the city and Mayor Julie Moore Wolfe, the Greater Decatur Chamber of Commerce, The Economic Development Corp. of Decatur and Macon Co. and Senators Andy Manar and Chapin Rose.

 
PRIOR COUNCIL ACTION:  Council previously approved a development agreement providing state incentives for the Mueller Co. project that were designated for the expansion of parking.
