BACKGROUND: This item was pulled twice from previous City Council agendas because another contractor believed he was entitled to receive multiple weed mowing contracts even though he was not the low bidder on any. The transmittal memo for this item says there are no objections, but this unsuccessful contractor is, in fact, the lone objector.
At the April 1 council meeting he twice said publicly that if he could not have more than one mowing contract, then he did not want any. Staff took this statement at face value and proceeded to finalize a contract with Swick, which is herewith recommended for approval.
